The FELICITAS types issued under Hadrian cluster around his extended tours of the eastern and western provinces — journeys that consumed much of his reign and required constant messaging back to Rome about imperial stability and divine favor. The COS III dating places this issue after 119 AD, with the narrower 129–130 window corresponding to a period when Hadrian had recently returned from his second major tour and was managing the early rumblings of unrest in Judaea that would culminate in the Bar Kokhba revolt.
