Hadrian's legitimacy as Trajan's successor rested entirely on a claimed deathbed adoption at Selinus in August 117 — an event so contested that Trajan's wife Plotina was widely accused of fabricating it after the emperor had already died. This coin was struck in direct response to that controversy, the ADOPTIO type functioning as official propaganda to cement a succession that much of the Senate viewed with deep suspicion.

Trajan died before formally designating an heir through any public act. The speed with which Hadrian moved to consolidate power — and to mint this type — suggests he understood exactly how fragile his position was.
