Struck under Domitian as Caesar — not yet emperor — this issue dates to 76 AD when Vespasian still held power and Domitian occupied the junior role his father had carefully constructed for him. The consulship iteration recorded in the legend places it precisely within Vespasian's reign, before the brief interlude of Titus. Domitian would wait another five years for the throne, and the coins struck in his name as Caesar during this period carry a political subtext: visibility without authority.
