Domitian's censorial title — CENS P P P, Censor Perpetuus — appears on this issue as part of his aggressive campaign to institutionalize his own authority in ways that had no real Republican precedent. He assumed the censorship permanently in 85 AD, an office traditionally held for eighteen-month terms, and used it to regulate public morals, expel senators, and consolidate control over Rome's civic identity. The Senate erased his name from public records after his assassination in 96 AD, making any surviving coinage from his reign a direct product of that damnatio memoriae.
IMP XIIII dates this piece to 88 AD with reasonable precision, placing it just after the Saturninus revolt on the Rhine frontier.
