Domitian's censorial powers, reflected in the CENS POT titulature on this issue, were assumed in 85 AD as part of his broader consolidation of personal authority — he eventually declared himself perpetual censor, a title no previous emperor had held. That same year saw the reorganization of the German frontier legions following costly Chattan campaigns, and the mint at Rome was under pressure to produce substantial silver coinage to fund both military and building programs.
