This issue belongs to the Spanish mint series — almost certainly Colonia Caesar Augusta (modern Zaragoza) or Emerita Augusta — struck to fund Augustus's military campaigns in Hispania and the ongoing settlement of veterans following the civil wars. The Spanish mints operated under direct imperial authority during this period precisely because the western legions needed pay in silver, and Rome's own mint capacity was insufficient.
RIC I 283 is associated with the coinage program following Augustus's return from the east in 19 BC, the same year he received the standards lost by Crassus at Carrhae — a diplomatic recovery the regime treated as a military triumph.
