Struck under Claudius in honor of his mother Antonia Minor, who had died in 37 AD — before he ever held power. The posthumous issue served a clear dynastic purpose: Claudius, whose claim to the throne was shaky after Caligula's assassination, needed to advertise his bloodline. Antonia was the daughter of Mark Antony and niece of Augustus, and emphasizing that lineage was shrewd politics for an emperor the Praetorian Guard had essentially installed by accident.
The CONSTANTIAE AVGVSTI reverse type directly invoked imperial steadfastness — a pointed message given how Claudius actually came to power, reportedly discovered hiding behind a curtain in the palace.
