De La Rue Giori produced demonstration notes like this one as sales tools — shown to central bank clients to exhibit the full range of security features a single substrate could carry simultaneously. They were never tendered as currency proposals to any government and carry no monetary status of any kind. The Leonardo theme was a recurring choice for such pieces around the millennium, lending the printing house an air of Renaissance precision that played well in boardroom presentations.
The combination of watermark, hologram, and optically variable ink on one sheet was specifically intended to show integration capability, not individual feature strength.
