| Obverse description | Imperial double-headed eagle displayed with wings spread, each head surmounted by a separate crown beneath a single large imperial crown at top. At the center of the eagle's breast, a crowned orb (Globus cruciger) bearing the numeral 28. The eagle's feathers are rendered in fine detail characteristic of hammered coinage of the period. The circular legend surrounds the design in the outer field. |
