| Obverse description | Imperial double-headed eagle displayed with wings spread, each head surmounted by a separate crown beneath a single large imperial crown at top. At the center of the eagle's breast, a crowned orb (Globus cruciger) bearing the numeral 28. The eagle's feathers are rendered in fine detail characteristic of hammered coinage of the period.
