Newfoundland was still an independent Dominion — not yet a Canadian province — when these canteen coupons were issued in 1940, a constitutional status that made its wartime logistics arrangements distinct from those of Canada proper. The British American Bank Note Company in Ottawa handled the printing, a practical choice given proximity and security capability, even though Newfoundland remained outside Confederation for another nine years.

Canteen cigarette coupons of this type were internal scrip, not legal tender, and their survival rate is low — they were redeemed, discarded, or destroyed as a matter of routine.
