The 10 Centavos cédulas issued by Casa da Moeda in 1917 were emergency small-change notes, produced because the wartime metal shortage had stripped Portugal's everyday coinage from circulation almost entirely. Bronze and copper were militarily strategic materials, and the coins that had previously handled low-denomination transactions simply vanished. These cédulas filled that gap — printed by the same institution that normally struck the coins they were replacing.
This particular example is from the Diário de Notícias promotional collection, a later philatelic repackaging rather than a circulated find. The underlying note, however, is genuine issue material from a genuinely chaotic monetary moment.
