Portugal's 1917 emergency cédulas were a direct consequence of wartime metal shortages — bronze and copper were diverted to the war effort, leaving virtually no coinage in circulation for small transactions. The Casa da Moeda stepped in with these low-denomination paper fractionals, an arrangement the public found awkward and widely distrusted. Hoarding was immediate and persistent.
Because these notes passed through dozens of hands daily as change substitutes, heavily worn survivors are the norm. The Diário de Notícias collection numbering reflects a modern editorial series, not original issue sequencing.
