Pheneos was a minor Arcadian city-state whose political fortunes shifted dramatically in the decades following the Battle of Leuctra in 371 BC, when Spartan hegemony over the Peloponnese collapsed and briefly opened space for smaller poleis to assert independent civic identity — including the minting of their own bronze coinage. The chalkon represents exactly that window of municipal confidence, narrow and contingent on larger powers leaving Arcadia alone, which they rarely did for long.
The BCD Peloponnesos collection, from which lot 1603 derives, remains the definitive reference point for Arcadian bronzes of this class.
