Universal issued these as prop money for Richard Pryor's 1984 comedy, in which the central gag requires a man to spend $30 million in 30 days without acquiring any assets. The production needed large quantities of visually convincing but legally printable currency, and these notes were produced specifically for on-screen use rather than as promotional items.
U.S. prop money of this period walks a narrow legal line — the Secret Service had strict rules about reproduction currency, requiring that prop notes differ sufficiently from genuine Federal Reserve notes in size, one-sided printing, or explicit "NOT LEGAL TENDER" marking. How carefully any given production complied varied considerably.
