Casa Scânteii — "House of the Spark" — was the vast Stalinist press complex built in Bucharest beginning in 1950, housing the Romanian Communist Party's main publishing operations. These internal bons were scrip, not legal tender: they circulated only within the facility's closed economy, likely redeemable at the workers' canteen or internal commissary. The timing places them squarely in Romania's early Sovietization period, when large state enterprises routinely issued their own auxiliary payment tokens as wage supplements or ration instruments.

The issuer's name itself is borrowed from Iskra — Lenin's newspaper — which tells you everything about the political atmosphere in which these notes were conceived.
