Casa Scânteii — the massive Stalinist press complex built in Bucharest from 1950 onward — was funded partly through internal party mechanisms, including worker contribution schemes. These bons circulated within Romanian Workers' Party structures as internal scrip tied to the construction fund, not as public currency. The Romanian state was simultaneously pushing a monetary reform that had already gutted personal savings in 1947, so party-internal instruments like this occupied a legally ambiguous space entirely outside the National Bank's remit.

Few survived. Institutional scrip of this kind was typically surrendered, reconciled, and pulped once the associated project phase closed.
