BlueNote is a Slovak private initiative producing souvenir notes printed to professional security-paper standards — Enschedé of Haarlem, operating continuously since 1703, is among the oldest and most technically rigorous banknote printers in the world, with a client list that has included the Netherlands, the UK, and dozens of central banks. Using them for a souvenir issue is an unusual choice that puts this piece closer in physical quality to genuine currency than to tourist ephemera.

Martin Sloboda's design credit is worth noting — he has worked on official Slovak numismatic material, so this is not a vanity project.
