This issue falls within Trajan's Dacian war period — the first Dacian campaign ran from 101 to 102 AD, and the Victory type was almost certainly struck to commemorate battlefield success before the formal triumph of 102. The cos IIII dating brackets production tightly to those two years, before Trajan assumed his fifth consulship.
RIC II 69 is a well-documented type, but aurei from this group vary meaningfully in die axis and surface quality due to the pressures of wartime treasury output. The mint at Rome was producing coinage at elevated volume to fund and celebrate simultaneous military operations on the Danube frontier.
