Vitellius held power for less than a year in 69 AD — the Year of the Four Emperors — and his coinage reflects the speed and desperation of a general consolidating support from the Rhine legions that had proclaimed him. The CONSENSVS EXERCITVVM legend was not idle propaganda; without that legionary consensus he had nothing, and he knew it. His entire claim rested on military acclamation rather than senatorial legitimacy.
RIC I 40 is a Rome mint issue, struck after Vitellius entered the capital following Otho's suicide at Bedriacum in April 69.
