The VICTORIA AVGVSTI type belongs to a broader Flavian program that tied military victory — specifically the fall of Jerusalem in 70 AD — to dynastic legitimacy. Vespasian had no ancestral claim to power; the conquest of Judaea was the foundation his family built everything on.
RIC II.1 485 is attributed to the Rome mint under the revised Flavian chronology established in the second edition of RIC II, which significantly reorganized earlier attributions.
