Saguntum held a unique position among Hispanian municipalities — the city's claim to Punic War fame (its siege and destruction by Hannibal in 218 BC preceded Rome's formal entry into that conflict) made it a point of civic pride well into the imperial period. Local magistrates like the duoviri named on this issue were elected annually and frequently used coin production as a vehicle for personal commemoration, which is why Saguntine bronzes show considerable variety in magistrate pairings across the Tiberian series.
RPC I 202 places this among the later Saguntine municipal issues, struck after Augustus's death confirmed Tiberius as sole authority.
