Antioch held a unique administrative position under Augustus — it was the capital of the Roman province of Syria and the operational base for Roman eastern policy, including the ongoing management of client kingdoms and the Parthian frontier. This bronze issue was struck under the authority of the local civic magistracy, not the imperial mint, reflecting the layered coinage rights Rome permitted to major eastern cities. The dating places production squarely within the period of P. Quinctilius Varus's governorship of Syria, the same official later annihilated with three legions at Teutoburg Forest in 9 AD.
