RPC II 862 is a provincial issue, not a Rome mint denarius — a distinction that matters. Struck in the eastern empire during Vespasian's reign, it belongs to a group of silver coins produced to serve local administrative and military needs rather than the broad imperial economy. The CONCORDIA AVG reverse type carried pointed political weight for the Flavians: Vespasian rose from a year of civil war that had destroyed three emperors, and his mint output consistently emphasized harmony and dynastic legitimacy precisely because both remained genuinely fragile in the early 70s AD.
