Maximianus struck heavily throughout the first tetrarchy period, and the Siscia mint — almost certainly the source for RIC V.2 422 — was running at exceptional volume during 290–294 to fund campaigns against Carausius in Britain and pressure on the Rhine frontier. Salus types were not idle piety; they appeared in clusters during periods of military strain, functioning as public reassurance during years when the western Augustus could not be everywhere at once.
