Maximianus ruled as co-emperor under Diocletian's tetrarchic system, a deliberate administrative fracture of Roman authority intended to manage an empire too vast for single rule. The PAXX AVGG legend — Peace of the two Augusti — was standard propaganda for the period, issued as Maximianus campaigned actively in the west against Bagaudae rebels in Gaul and Moorish incursions into Spain. There was no particular peace to speak of.
RIC V.2 397F places this among the Lugdunum output, where billon quality was already degraded well below earlier antoninianus standards.
