Constantius I struck this issue as Caesar under the Tetrarchic system Diocletian formalized in 293 AD — a deliberate restructuring of imperial power into four co-rulers, each assigned a specific theater of military operations. The VNDIQVE VICTORES legend, "victorious everywhere," was a coordinated propaganda message shared across multiple Tetrarchic mints simultaneously, reinforcing the fiction of unified, unstoppable imperial authority at a moment when the empire was in fact being defended in pieces by four separate armies.
