The homonoia coinage between Laodicea ad Lycum and Pergamon formalized a civic alliance expressed through shared festival rights, trade agreements, and mutual recognition of each city's cults — a relationship Pergamon, as the dominant assize center of Asia, had particular incentive to cultivate. These alliance coins circulated as prestige objects as much as monetary instruments, exchanged between civic authorities rather than passed through market hands.

The Cibyran conventus, to which Laodicea belonged for Roman judicial administration, placed it in the orbit of southwestern Phrygia's commercial networks rather than those of the Aegean coast where Pergamon operated. The pairing is therefore geographically deliberate.
