Stratonicea, a city in Caria that had long leveraged its status as a major cult center of Zeus Panamaros and Hecate, produced civic bronzes under local magistrates whose names appear in the inscriptions — here Flavius Leon, the archon responsible for this issue. The city had supported Septimius Severus during the civil wars following the death of Pertinax, a loyalty that likely preserved its minting privileges through his reign.
The magistrate formula ΕΠΙ ΦΛ ΛΕΟΝΤΟϹ ΑΡΧ places this squarely within Stratonicea's civic series, where the archon's name anchored the issue's authority rather than any imperial office.
