Rhodes had lost genuine autonomy long before Nerva's reign, but the city retained the right to strike its own bronze under Roman supervision through the conventus system — a administrative arrangement grouping provincial communities for judicial and fiscal purposes under a regional center, here Alabanda in Caria. The didrachm denomination title is purely honorific by this period; no silver didrachm was being struck, and the bronze piece claiming that name carried no fixed exchange relationship to any silver standard.

Nerva's reign lasted just fifteen months before his death in January 98 AD, making the production window for this issue exceptionally narrow.
