The composition is dynamic, with the horse shown in full stride. The magistrate's name and civic ethnic are distributed in the field and exergue: ΕΠΙ ϹΚΑΠΛΑ Β ΤΟΥ ΙΟΥΛ ΑΡ in the upper field, and ΝΕΙΚΑΕΩΝ ΚΙΛΒΙΑΝΩΝ around the lower periphery, identifying the issuing community as the Nicaeans of the Cilbiani under the authority of a local magistrate. |

Nicaea Cilbianorum was a minor inland settlement in Lydia, not to be confused with the far more prominent Nicaea in Bithynia. Its coins are rare precisely because the city was small and its civic coinage output limited. The magistrate name partially preserved in the legend — referencing a figure of the Iulii — points to a local elite family that held Roman citizenship, likely descended from Julio-Claudian-era grants common across western Anatolia.
Septimius Severus granted or confirmed civic coinage rights to numerous smaller Asian communities after 193 as part of broader consolidation following his victory in the civil wars against Pescennius Niger, whose support base had been heavily concentrated in the eastern provinces.
