The legend ΕΠΙ ΟΜΟΝΟΙΑ ΜΥΤΙΛΗΝΑΙΩΝ ΚΑΙ ΑΔΡΑΜΥΤΗΝΩΝ records a formal homonoia — a concordat of civic friendship — between Mytilene on Lesbos and Adramyttion on the Mysian coast of Asia Minor. These inter-city agreements were not merely ceremonial; they regulated trade privileges, festival reciprocity, and occasionally joint religious dedications. The timing under Lucius Verus corresponds with his eastern campaigns against Parthia, a period when Roman governors actively encouraged civic harmony across the Aegean provinces.
RPC IV.2 #379 documents this as a rare type with very few recorded specimens.
