This coin commemorates a homonoia — a formal declaration of concord — between Laodicea ad Lycum and Hierapolis, two neighboring cities in the Lycus River valley of Phrygia that shared obvious economic and cultural ties but apparently required periodic official reconciliation to maintain them. Homonoia issues between these two cities are known from multiple reigns, suggesting the relationship was managed rather than natural. The Hadrianic period produced a notable concentration of such inter-city concord coinage across Asia Minor, likely encouraged by the emperor's own extensive touring of the eastern provinces between 128 and 134 AD.
