Cibyra occupied an awkward administrative position in the Roman provincial system — technically within Phrygia but assigned to the Lycian conventus for judicial purposes, a quirk that earned it the right to host assizes and, consequently, the prestige to strike coinage of this module. The ΖΙϹ inscription denotes a neokorate status, indicating the city held an imperial cult, almost certainly confirmed under Gordian III himself rather than inherited from an earlier grant.
