The Koinon of Bithynia was a provincial league of cities granted the right to issue coinage in honor of the imperial cult — not a mint acting on Rome's authority, but a collective civic body using bronze coinage to fund festivals, sacrifices, and games held in Hadrian's name. Hadrian visited Bithynia twice during his reign, the second time in 123–124 AD, and his relationship with the province was unusually close given that his companion Antinous was Bithynian, born near Claudiopolis.
Provincial bronzes of this koinon frequently show significant die-axis variation, a byproduct of workshop practices that Rome never regulated for local issues.
