Pergamum's claim to the title "first and thrice neokoros" — meaning the city had been granted the honor of maintaining three imperial cult temples — was fiercely contested by rival cities of the Asian conventus, particularly Smyrna and Ephesus. The magistrate named in the legend, Julius Anthimos, served as strategos, the annually appointed official whose name on the coinage functioned partly as civic advertisement of his term in office. These bronze provincials were struck for local circulation within the conventus system administered from Pergamum itself.
