Year 13 of Antoninus Pius's reign — the regnal year encoded in the ΤΡΙϹΚΑΙ legend — fell during one of the most administratively quiet decades in Roman imperial history. Antoninus famously never left Italy after his accession, governing the provinces entirely through correspondence and trusted legates.
