Philomelium, a Phrygian city on the road between Apamea and Iconium, retained the right to strike civic bronze under Severus Alexander — a privilege that depended entirely on local magistrates petitioning the imperial administration for authorization. The name Paulou Adrianou in the legend identifies the issuing magistrate, a local worthy whose family connection to the Hadrianic period may suggest hereditary civic prominence across generations.
Provincial Phrygian bronzes of this size were struck for purely local exchange; Roman silver rarely penetrated rural Anatolian markets at sufficient volume to displace them.
