Amastris, a port city on the Black Sea coast of Pontus, retained the right to strike civic bronze under the Flavians — a privilege tied to its long history as a Greek foundation traditionally attributed to Amastris, niece of Darius III of Persia. The epithet ΣΤΡΑΤΗΓΟ in the reverse legend reflects the city's use of the strategus as its chief magistrate, a Hellenistic administrative holdover that persisted well into the imperial period.
The Zeus Strategos cult was specific to this mint and appears across multiple Amastrian issues spanning several reigns.
