The homonoia coinage between Hierapolis in Phrygia and Smyrna reflects a formal alliance struck — literally and politically — to project civic prestige during a period when Roman central authority was fracturing under relentless military pressure on multiple frontiers. These alliance issues were competitive acts: cities vied for neokoria titles and bilateral recognition as proxies for imperial legitimacy when the emperors themselves were too occupied to provide it. Smyrna held multiple neokoria grants; Hierapolis leveraged the pairing to elevate its own standing.
