The Koinon of Bithynia functioned as a provincial league with authority to strike coins honoring the emperor — an arrangement Rome tolerated precisely because it reinforced loyalty without imperial treasury expenditure. Under Trajan, the koinon was particularly active, reflecting the province's administrative importance as a gateway to the eastern campaigns. Pliny the Younger served as Trajan's special legate to Bithynia-Pontus during this same period, his letters documenting a province in genuine institutional disorder despite its prosperity.
