Nicomedia's claim to the title ΝΕΩΚΟΡΩΝ — "twice temple warden" — was hard-won through direct imperial negotiation, the city having lobbied aggressively against rival Nicaea for the right to host a second imperial cult. The designation on this coin is as much a civic boast as a religious one, advertising Nicomedia's privileged standing within the province of Bithynia-Pontus at a moment when Severus was consolidating loyalties across the eastern cities following his victory in the civil wars of 193–197.
