Heraclea Pontica had a complicated relationship with Rome during the Severan period — the city had backed Pescennius Niger in the civil war of 193–194, and Septimius Severus punished it severely after Niger's defeat, stripping the city of its status and territory. That this civic bronze was issued under Severus at all suggests either a gradual restoration of minting privileges or production predating the full consequences of the city's political miscalculation.
