Magnesia ad Maeandrum had long cultivated civic pride through its coinage, and issues under Elagabalus continued that tradition under the magistrate whose name appears in the ΕΠΙ ΥΛΛΟΥ ΓΡ formula — a grammateus, or civic secretary, whose tenure can only be dated by the emperor's reign. The city sat on the Maeander river plain in the Milesian conventus, one of the administrative districts through which Roman governors conducted judicial circuits, and local bronze issues like this one functioned entirely within regional exchange, never circulating far beyond the valley.
