She holds a ship's rudder in her right hand and a plough in her left, emblems of maritime commerce and agricultural prosperity. The legend of the provincial governor Lucius Antonius Naso, designated as epitropos (imperial legate), runs around the border in Greek characters. The ethnic inscription ΒΙΘΥΝΙΑ appears in the field, identifying the issuing authority.
