Heraclea Pontica had a complicated relationship with Rome during the Severan period — the city had backed Pescennius Niger in the civil war of 193–194, putting it on the wrong side of Severus's eventual victory. That Heraclea continued issuing civic bronze under his name at all reflects the pragmatic accommodation Rome extended to strategically useful Black Sea ports, not any particular goodwill.
