This coin was struck to commemorate a formal alliance — homonoia, meaning concord or unity — between Ephesus and Alexandria, two of the most commercially and politically significant cities in the eastern Mediterranean. Such agreements were often brokered or encouraged by Rome to manage civic rivalry and smooth provincial administration. Ephesus and Alexandria competed fiercely for status, trade routes, and imperial favor, making the homonoia declaration as much a diplomatic instrument as a civic celebration.
Gordian III's reign saw a notable proliferation of such inter-city homonoia issues across Asia Minor and the Levant.
