Samos had long leveraged its association with Hera — whose sanctuary on the island was among the most celebrated in the Greek world — to maintain a degree of civic prestige under Roman rule. Provincial coinage from Samos under Trajan Decius belongs to the final phase of Samian civic bronze production; the city's mint effectively ceased output shortly after his reign, making issues from this period among the last the island would ever strike.

The ethnic legend ϹΑΜΙΩΝ places this firmly within the civic tradition rather than any koinon arrangement.
