Nicaea was among the most prolific provincial minting cities of the Severan period, competing openly with neighboring Nicomedia for civic prestige — a rivalry expressed partly through the volume and quality of bronze coinage issued under imperial authority. The city had supported Septimius Severus during the civil wars of 193–194 against Pescennius Niger, whose power base was concentrated in the eastern provinces, and Nicaea's loyalty was rewarded with continued minting privileges throughout the reign.

Provincial bronzes of this size from Bithynia frequently show adjustment marks from the flan preparation stage — a product of local workshop practice rather than Rome's oversight.
