Magnesia ad Maeandrum's civic coinage under Gordian III was administered through locally appointed magistrates, and the name Philoumenos preserved in this issue's legend represents one of the few records of his tenure — the bronze series being, in effect, the municipal archive. The conventus system placed cities like Magnesia within Roman judicial districts without stripping their right to strike bronze for local use, a privilege jealously maintained well into the third century.
