Tmolus sat on the slopes of Mount Tmolus in Lydia, administratively subordinate to the conventus at Sardis. The magistrate names in this inscription — Zeno and Tatianus — reflect the layered local civic administration that continued to function under Severus largely undisturbed, a deliberate policy by which Rome allowed Greek cities to maintain the appearance of self-governance in exchange for loyalty during the civil wars of 193–197 that brought Severus to power against Pescennius Niger and Clodius Albinus.
The city's coins from this period are rare in any condition. Tmolus struck in small volumes, and the Sardis conventus circuit produced relatively few issues compared to the major Lydian mints at Sardis or Philadelphia.
